Adding Toll Lanes To Expressways
This has been done in California. One stretch of superhighway near San Diego (I-15) has a parallel tollway. Carpoolers can use it for free. Single passenger cars choose if they wish to pay a toll and get home or to work faster.
Earlier in the week more people decide to pay nothing and get home later. On Fridays, the toll traffic increases as people attempt to arrive home early for weekend activities. "Congestion" pricing is used. Those who use the tollway when it is crowded pay a higher toll than those who use it when traffic is sparce.
The same concept could work on I-55.
No hurry? Take the current lanes.
Impatient? Pay a toll.
No need to limit one’s thoughts to I-55, though.
How about the Eisenhower?
My guess is that it could not be widened without causing pain to abutting property owners. But, there are legitimate uses of eminent domain. Widening transportation corridors is one of them.
The Blagojevich administration seems to be in love with tollways. It would not be a large leap for it to propose what is outlined above.
