MARCH FOR AMERICA – NOVEMBER 17
STOP SPP

SECURITY AND PROSPERITY PARTNERSHIP OF NORTH AMERICA

WHAT:
Security and Prosperity Partnership – TRANSLATION: AMNESTY
WHERE:
Representative Melissa Bean’s District Office – 1622 E. Algonquin Road, Schaumburg, IL
WHEN: Saturday, November 17, 2007 – 11:00AM – 1:00PM

H.R. 563 is a Congressional pardon of Border Patrol Agents Ramos and Compean. So far this Bill has 102 cosponsors. Representative Melissa Bean isn’t one of them. The Chicago Minuteman Project has attempted to discuss this issue with the Representative or with one of her Assistants. Phone calls have not been returned. It seems that Congresswoman Bean isn’t interested in what we have to say.

H.R. 563: Congressional Pardon for Border Patrol Agents Ramos and Compean Act (GovTrack.us)

We have a lot of new members who may need to be brought up to speed on the outrageous injustice done to Border Patrol Agents Ramos and Compean. The prosecution of these Border Patrol Agents was the Bush Administration’s message to the Border Patrol not to secure the border in order to allow a continuing flow of illegal aliens and narcotics. Click here for an excellent video review. http://agentramos.blogspot.com/

If Border Patrol agents can be put in prison on trumped up charges, it can happen to anyone.

The Chicago Minuteman Project is proud to join the nationwide protest against the Security & Prosperity Partnership of North America. Click here to go to the March For America website:
http://mfa.allamericanpodcaster.com/. The question that begs to be answered regarding the Security and Prosperity Partnership is security for who? We have all witnessed the neighborhood deterioration and increase in crime foisted on us by the silent elite. And prosperity for who? The banks couldn’t get enough of issuing sub-prime mortgages to illegal aliens and now the real estate bust is bringing the entire economy to the brink

WE WILL MARCH TO DEMAND

* Withdrawal from the Security and Prosperity Partnership (SPP) and NAFTA

* An immediate halt of government and corporate efforts to integrate the United States into a North American Union with Canada and Mexico.

* Restoration of the Republic by re-commitment and adherence to the Constitution by which our elected officials are accountable to American citizens.

* The defense of our national borders and enforcement of existing immigration law.

* An end to the sell-out of America to globalist interests that has resulted in our economic enslavement and eroded our sovereignty.

CITY OF CHICAGO
----------------------------------------------------------------------------------
RESCIND EXECUTIVE ORDER 89-6 OFFICE OF THE MAYOR
(SANCTUARY CITY)

SECTION 3. No agent or agency shall request information about or otherwise investigate or assist in the investigation of the citizenship or residency status of any person unless such inquiry or investigation is required by statute, ordinance, federal regulation or court decision.

Minuteman Comment:
Richard M. Daley has ordered the Chicago Police Department never to ask any person arrested for a crime about their citizenship or residency status. The Mayor has ordered the Police Department never to call Immigration and Customs Enforcement about the status of a criminal arrested. In other words, Mayor Daley is aiding and abetting illegal alien criminals in the City of Chicago and he has handcuffed his own Police Officers from doing their job. The Mayor of Chicago doesn’t care how many times a drug dealer is arrested for drugs or how many times a gang member is arrested for assault. For Richard M. Daley, political correctness and electoral game-playing are far more important than the public safety. The City of Chicago needs to rescind the Sanctuary City policy and institute a 287(g) program so that children can play and go to school without fear.

BE IT FURTHER RESOLVED, that it shall be the policy of the Cook County Sheriff’s Office not to assist in the investigation of the citizenship or immigrant status of any person unless such inquiry or investigation is (a) integrally related to an investigation by the Cook County Sheriff’s Office regarding a matter other than the individual’s citizenship or immigrant status, such as criminal smuggling and harboring of immigrants, or other crimes that have as an element of the crime the illegality of a person’s presence, or (b) as otherwise required by law. The Cook County Sheriff’s Office shall not make inquiries into immigration status for the sole purpose of determining whether an individual has violated the civil immigration laws; and

Minuteman Comment: In other words, the Cook County Sheriff is prohibited from making inquiries about a criminals immigration status in cases of murder, rape, drug dealing, sex crimes against children.

BE IT FURTHER RESOLVED, that the Cook County Bureau of Health Services (“CCBH”) shall not condition the provision of health benefits, opportunities, or services on matters related to citizenship or immigrant status, but may, in the course of determining eligibility for benefits or seeking reimbursement from state, federal, or other third party payers, inquire about immigrant status for the sole purpose of such a determination or receipt of reimbursement from said sources and, to such extent as the disclosure of such information is related to such a determination or receipt of reimbursement, the provisions of this Resolution and any subsequent ordinance do not apply to the CCBH; and

BE IT FURTHER RESOLVED, that except when otherwise required by law, where presentation of an Illinois driver’s license or identification card is accepted as adequate evidence of identity, presentation of a photo identity document issued by the person’s nation of origin, such as a driver’s license, passport, or matricula consular (consulate-issued document) shall be accepted and shall not subject the person to a higher level of scrutiny or different treatment than if the person had provided an Illinois driver’s license or identification card except that this provision does not apply to the completion of the federally mandated I-9 forms provided, however, that a request for translation of such document to English shall not be deemed a violation of any provision of this Resolution and any subsequent ordinance; and

Minuteman Comment: Is there any wonder why the County is in a budget crises when the taxpayers are forced to pay for health care for everyone and anyone in the world who walks in the door of County Hospital? Is there any wonder why our property taxes are skyrocketing?

ROLL CALL OF THE COMMISSIONERS

THESE COMMISSIONERS VOTED TO APPROVE THIS MONSTROSITY:
Claypool, Maldonado, Moreno, Murphy, Quigley, Steele, Suffredin

THESE PATRIOTIC COMMISSIONERS VOTED AGAINST:
Butler, Collins, Daley, Schneider, Silvestri

THESE COMMISSIONERS WERE TOO AFRAID TO VOTE:
Beavers, Peraica, Sims

Minuteman Comment: Liz Gorman is an ally but was absent on the day of the vote… Maldonado took advantage and brought the Resolution up for a vote. Goslin is recorded as a “yes” vote but this was a maneuver to allow him to call for a revote so that the Resolution could be voted down. Goslin is an ally.

Forest Claypool still wants to be elected Board President and Larry Suffredin is running for Cook County States Attorney. Both are traitors.

Ken Arnold Press Release on Energy and Its Transportation

Here is 8th congressional district Republican candidate Ken Arnold's press release on his white papers on energy and its transportation:
Ken Arnold Proposes Two Major Energy Security Measures

Gurnee, IL: Republican congressional candidate in the 8th District, Ken Arnold, today unveiled two major initiatives to help in solving our current energy crises as well as aid in our overall national energy security, environment, and general economy.

The first detailed measure Mr. Arnold has developed he calls “The Energy Production Reservation Act (EPRA)”. This original and creative initiative calls for developing centers of energy and petrochemical production upon Native American reservations. As Candidate Ken Arnold exclaims: “Why should some of the highest paying jobs go to Saudi Arabia, Venezuela, and others overseas? Why not help our fellow Americans – our Native American Indians - while helping us all!”

This initiative would provide high paying jobs to a group that clearly suffers from the highest rates of unemployment and alcoholism in all the country. As Mr. Arnold points out: “EPRA provides jobs to those greatest in need of employment -- while helping ensure energy and other needs for our entire economy. It’s a win/win for our Nation!”

EPRA reservations would be established by vote of the Indian Nation and would comprise such industries as refineries, nuclear and other power plants, petrochemical plants, and other related industries.

Candidate Arnold’s second initiative he unveiled is a related measure on energy development and security. But it is one that truly points out facts and perspectives citizens have likely never considered before. Mr. Arnold calls his second, original proposal “The Railroad Right of Way Act”. This measure well outlines a little know problem of the private taking of abandoned railroad rights of way throughout the United States. Mr. Arnold rightly points out that these right of ways were originally deeded by the Federal government and arguably should now revert to the original grantee. He well argues within this “white paper solution” that there are current and even future/unknown uses for these “public ribbons of opportunity” that crisscross our land and points to such badly needed applications as natural gas pipelines, electrical transmission lines, and fiber optic cable transmission as applications such abandoned right of ways should presently be put toward - before its too late and these links are lost forever.

Mr. Arnold’s major energy security reforms join ten other original and creative solutions to a breath of national problems which he has already posted on his website at www.ArnoldforCongress.com. Before the end of this Primary election season, he has promised “twenty-four and more” such innovations to be placed before the public. Ken Arnold's Plan for Energy Production Facilities on Indian Reservations

THE ENERGY AND PRODUCTION RESERVATION ACT (EPRA)

BACKGROUND AND PROBLEM: America is within an energy crisis. It’s a crisis of many facets. And it threatens our national security, our economy, and perhaps even our very lives. Unfortunately, in the past, our country has had far too short of memory in this area. The current crisis is the THIRD one we have experienced since the 1970s. It can only be hoped that we learn from this one and install PERMANENT and long-lasting solutions that will prevent future generations from facing similar threats.

Among the many facets to solve this energy crisis are several original and creative solutions that candidate Ken Arnold has developed – well before the current crisis. The one this paper outlines concerns the TRANSPORTATION AND MANUFACTURING of energy as well as the gambit of petrochemicals and other manufactured products that are a direct by-product of petroleum (i.e. petrochemicals and plastics).

All of the above products and activities directly relate to our economy and our national security. On the national security front: This EPRA initiative would concentrate energy and petrochemical related production into a smaller and isolated area and prove to be much more defensible and safe than present day facilities so spread out and close to major metropolitan areas. An article in the January 23, 2006 issue of U.S. News and World Report outlined just how vulnerable America presently is in this area.

Within this petroleum and energy area, our country has far too often been stagnant in the expansion and development of production capacities in this realm. This has led not only to being in crisis with the advent of Hurricanes Katrina and Rita with our constrained petroleum refining capacity; but, exposed our vulnerabilities should there be disruptions from ANY cause -- including a belligerent action of other countries! Not only would this threaten our national security, it would disrupt and potentially cripple our economy.

America has also started to awaken, in this day and age of balance of payment problems with foreign countries and our other economic problems, to the fact that far too many of some of the highest-paying industrial jobs have been given away overseas to countries such as Venezuela and Saudi Arabia. These jobs are ones that not only would supply good livelihoods to Americans – but would be relatively uninterrupted in the event of any belligerent crisis within the world.

ANALYSIS AND SOLUTION:

In addition to our historical, short-term memories of when such capacities have been pinched, and nobody previously pointing out the loss of such high-paying industrial jobs to overseas producers, there has been the convenient over-reliance on foreign sources while we languished in further developing these areas. Several factors for such over-reliance have been:

1) During most historical times, such petroleum and petroleum-related products from overseas have been low in cost.

2) America previously being spoiled with rather continuous provision of uninterrupted electric power – no brownouts and no blackouts.

3) The national opposition (with resultant over-abundance of regulatory hurdles) to any endeavor which produces any amount of air or water pollution. This opposition includes untenable amounts of forms, regulatory compliance, lawsuits, and public hearings. And all such obstacles instill enormous lead times to get any project off the ground.

4) Local opposition from area landowners from the Not In My Back Yard (NIMBY) syndrome of citizens wishing all the product or services - but not wishing an industrial facility close to their own homes. This point is an increasingly prevalent one as areas once sparse are becoming ever more populated in the United States.

5) Areas anywhere near metropolitan areas are experiencing greatly escalating land prices – making such land increasingly less economically attractive for massive refineries, power generating stations, and petrochemical plant sites even if one wished to place one there (ignoring the other obstacles).

A perfect opportunity and solution to the above problems exists under our very noses. It marries the need for high-paying jobs among some of our most needy Americans to the demands for energy and petroleum-based production to be increased within our country. And this initiative ensures that such development addresses all of the problems related to above. The solution is called The Energy and Production Reservation Act of 2007.

This Act involves addressing the various obstacles and problems we face in energy and production development in a creative way that enhances our domestic energy supplies as well as economic/national security. It has the following components:

1) The Federal government approaching the Indian Nations of our country and offering Federal incentives and assistance in developing their economic base. This initiative would involve the Indian Nation inviting the establishment of an “Energy and Production Reservation Area” (EPRA) within their Indian Reservation. It would still be Indian Reservation land, and would not be established without the approval of such Indian Nation.

2) Upon such establishment, all manner of energy and production facilities related to petroleum and petrochemical activities would be invited to set up major facilities within these EPRAs (Energy and Production Reservation Areas). These would include oil refineries, petrochemical plants, plastic and plastic part manufacturing, and electrical generation by such means as coal and nuclear power.

3) All industry choosing to establish themselves within these areas would be required to hire over the first ten (10) years of operations a minimum of 50% of their employees from the pool of American Indians residing within the area Indian Reservation. Special credits would be given for any required trade school or college education required so that specified targets of management, petrochemical engineers, production supervisors, and other high level jobs are similarly filled by our American Indians within that geographic area.

4) In exchange for such industries coming in, both the Federal government and the Indian Nation would reduce and/or eliminate various regulatory process constraints and obstacles (both local and Federal). The intent would be to materially speed the process and reduce legal and compliance costs on the part of the entering company. Based upon EPA review/recommendation - as well as approval by the Indian Nation - certain pollution standards could also be slightly relaxed on either an ongoing or temporary basis to provide further inducements to plant development.

ADVANTAGES

The enactment and implementation of this entire program materially addresses all the problem facets mentioned earlier. These include: A) Enhancing our economic and national security by locating such facilities upon our own shores and in more protected and isolated areas, B) Reducing the legal and regulatory costs for industry to even consider developing new and additional facilities within our own country, C) Placing such facilities in areas where the land is of very low cost and – because of sparse population and a welcoming need for jobs – where the “Not In My Back Yard” (NIMBY) syndrome would be almost non-existent, D) More concentrating such facilities to allow closer and more frequent monitoring of emissions from such plants; and, E) Providing some of the highest paying industrial jobs to our fellow Americans!

This later advantage of high-paying jobs is most critical. Not generally known among most Americans is that fact that American Indians suffer the highest rates of unemployment – and alcoholism – of any group in America. In fact, unemployment on Indian Reservations can exceed 50 percent! It is, indeed, a national tragedy that – miraculously – can be greatly addressed while we address our own needs for energy, petrochemical products, and economic/national security. What a marvelous, multi-faceted solution to problems!

This initiative is feasible and relatively easily done. Not only will this initiative likely be welcomed with open arms by various Indian Nations (because of the high-paying jobs it would bring), but it would involve activities which today - coincidentally – already have transportation infrastructure in place for it.

If one were to transpose maps of electric high tension lines and petroleum pipelines in the U.S. over the designated Indian Reservations, one would find many today having such transportation routes either going thru, or by, their reservations! The best case in point is the fact that the major gasoline pipeline that comes into the Chicagoland area (the Whiting, Indiana area) passes thru the State of Oklahoma – a state with some of the highest number of Indian Reservations in the Nation.

An additional consideration is that today, a large bulk of U.S. coal (especially low-sulphur coal) is mined in the state of Wyoming. In addition to Indian Reservations there, this State is near other western States that have numerous Indian Reservations such as the Dakotas. And the cost of transporting such coal to these western areas would be far less than transport for additional power generation in Indiana, Pennsylvania, or Georgia. Generated electricity would thereafter be placed upon our national high tension wire grid and transported to the areas of need.

This initiative is feasible now. But what would help even further is to also enact Ken Arnold’s Railroad Right-of-Way Act – a separate, innovative energy and economic security proposal that would ensure the preservation of additional right-of-ways for electrical, chemical, natural gas, and petroleum transportation for generations to come. Enacting this additional initiative would ensure even more options for transport between the point of production (i.e. the EPRA) and the point of ultimate consumption (i.e. the major metropolitan areas).

America has the opportunity to help solve several problems with one legislative initiative. Unemployment, energy production and security, and our economic stability and future are all addressed with this creative Energy and Production Reservation Act initiative. And when Americans think about it, wouldn’t they rather give a high-paying job that they help support to even ONE deserving American Indian than ONE-HUNDRED Venezuelans or Arabians? We help ourselves as we help each other!

The Energy and Production Reservation Act is an idea whose time has surely come…

Ken Arnold's Plan for Transmitting Energy and Communications on Railroad Rights-of-Way

THE RAILROAD RIGHT OF WAY ACT

BACKGROUND AND PROBLEM: America is within an energy crisis. It’s a crisis of many facets. And it threatens our national security, our economy, and perhaps even our very lives. Unfortunately, in the past, our country has had far too short of memory in this area. The current crisis is the THIRD one we have experienced since the 1970s. It can only be hoped that we learn from this one and install PERMANENT and long-lasting solutions that will prevent future generations from facing similar threats.

Among the many facets to solve this energy crisis are several original and creative solutions that Ken Arnold has developed – well before the current crisis. The one this paper outlines concerns the TRANSPORTATION of energy as well as our communication links within this country that also directly relate to our economy and our national security.

Within energy, is the challenge of transporting both the raw product and the refined product to all major markets within our country. Increasingly, with the continued urbanization of America, land prices are escalating nationwide. And when planning routes for such energy/communications transportation infrastructure as electric high tension lines, oil and natural gas pipelines, and crude oil pipelines; there is an increasing problem to find right-of-way that will both efficiently get between point A and point B as well as be reasonably cost efficient. And this says nothing about the occasional resistance of acquiring new land from the “Not In My Back Yard” (NIMBY) syndrome…

ANALYSIS AND SOLUTION:

A perfect opportunity and solution to the above problems exists under our very noses: Abandoned railroad right-of-ways! These right of ways:

1) Are frequently between major metropolitan areas. They were abandoned due to redundancy and other factors.

2) Were, in many cases, originally deeded BY the Federal government itself for the purpose of expanding railroads during the 1800s. An argument can be made that if they’re now abandoned, they can revert back to being Federal lands.

3) Are wide enough to provide an “energy and communication corridor” for a MULTIPLE of uses. One could have gasoline and natural gas pipelines underground, high tension electric lines overhead, and a walking/biking trail at the surface – all along the same right of way!

These “ribbons of public opportunity” as candidate Arnold calls them, are unfortunately being stolen from the people as we speak! Since the 1980’s, far too many have been stolen by private citizens under the medieval common law principle of “adverse possession”. This is basically “squatter’s rights”. These individuals purposely fence off or otherwise occupy land which they did not have rights to occupy. And after a statutory number of years (which varies by State but typically is seven years), THE LAND IS THEIRS! Our “ribbons of public opportunity” are therefore today being cut to shreds by a hodgepodge of breaks within the line from these unfortunate and devious actions. All this occurring with NO KNOWLEDGE by the general public and no action (so far) by public officials!

As future generations of Americans – perhaps 100 years from now – look back, they will ask: “Why didn’t they preserve our heritage when they had a chance!” Unstopped and undeveloped; future generations of Americans will have to redevelop, replan and redo that which we let pass into oblivion. WE MUST NOT ALLOW THAT TO HAPPEN. We must stop this “legal theft” and apply these railroad right-of-ways in new and creative ways.

To implement this solution requires just a few simple steps at the Federal level:

1) Enact a Federal law that declares that all abandoned railroad right of ways that connect to, or traverse interstate lines become the property of the Federal government upon abandonment. This essentially stops and freezes all additional land thefts on a going-forward basis.

2) Establish a panel to study future needs for right of ways relative to all currently abandoned right-of-ways. This would be a “hundred-year plan” based upon current and projected demographic and economic projections. And such study would then identify the national right-of-ways that are MOST in need for uninterrupted preservation.

3) With the “roadmap” established in step number two, authorize the U.S. Park Service to methodically go back to such right-of-ways to clear out all fences and other encumbrances placed upon such land. Those who previously took the land under adverse possession who wish to press a claim may do so – and be compensated according to the likely or potential use such possessor would have deployed the property in before such action of repossession was taken by the Federal Government. [It is likely that only a small percentage of such individuals would even press a claim due to their embarrassment in taking the land in the first place as well as the low value such small strip of land would have had it been deployed by such person before these Federal actions.]

ADVANTAGES:

With the above steps taken, and the reclaiming of the land back to the Federal government, we the people could then ensure - for all future generations to come - useful and vital “corridors of opportunity” for such future Americans to use as they see fit.

The Federal government would deploy such corridors anytime for such uses as:

A) Gasoline pipelines

E) Crude oil pipelines

B) Overhead, electric, high tension lines

F) Natural Gas pipelines

C) Chemical pipelines

G) Walking, riding, or bicycle trails at ground level.

D) Fiber Optic Communication cable pipelines

H) Overhead, telephone and other communication lines.

What a marvelous testament this would be to American ingenuity. Taking something intended and used for one purpose (i.e. railroad transportation) and applying it in new and ingenious ways never originally foreseen long ago! And in the process, this initiative can greatly aid in our energy security, help in reducing air pollution (i.e. communications, natural gas pipelines, and alternative transportation routes), greatly enhance our economy, and even provide valuable recreational avenues for the common citizen.

Future generations of Americans will either thank us for our foresight and ingenuity - or condemn us for our lack of insight and indifference should we fail to take the initiative here and reclaim the heritage of these railroad right of ways – public “ribbons of opportunity” in Ken Arnold’s eyes.

The decision is ours to make…

Just one example of many of an abandoned, railroad right of way that someone has now placed a fence across to attempt to then claim as their property under the legal argument of “adverse possession”. Stop the theft! Stop the taking away of the public’s future with these right of ways! Enact the Railroad Right-of-Way Act NOW!
