Part 1 - What the Feds Say Don Udstuen Did Relating to George Ryan and Larry Warner

Udstuen and Warner are said to have talked about how Udstuen could help Warner get lobbying and consulting jobs with companies doing or wanting to do business with the SOS. The document tells of how Ryan told Fawell that he wanted to keep his friends “happy.” Fawell is said to have thought that meant “giving them SOS business whenever possible.” Ryan is quoted as telling Fawell, “Let’s help Larry if we can.” He also designated Fawell as the “central control person” for contracts. A list of those seeking favors from Ryan’s SOS is contained in Fawell’s “Favors List.” (More about the McHenry County connection to that later.)

After initial friction between Warner and Fawell, they dealt with each other directly.

In 1991, Udstuen and Ryan talked about how Udstuen could be rewarded for the key roles Udstuen had playing in getting Ryan elected to statewide office. The document says, “Warner told Udstuen that he had discussed with Ryan the proposal that Udstuen receive a share of the money from Warner‘s lobbying activities.” Udstuen would get one-third and “Warner further told Udstuen that he would ‘take care of’ George Ryan from Warner’s end…”

Udstuen did not want to receive his share directly, though, because of his position with the Illinois State Medical Society. He convinced his friend Drazek to funnel the money through his firm, American Management Resources. Drazek was Director of the Department of Personnel during the administration of Richard Ogilvie while Udstuen was Ogilvie’s patronage chief. Getting a cut of the money, Drazek agreed. Drazek gave Udstuen his share in cash, typically, in amounts of $1500 to $2000. This lasted for the entire term of George Ryan as Secretary of State, the document alleges. Udstuen’s share was about $381,096.
