TIF Tax and Power Shifts, Of Representation and Taxation

But, by usurping the taxing power of the other local governments, the city council makes it more difficult for a district—say, School District 47—to pass tax rate increase and bond referendums. With the number of new houses that Crystal Lake has already approved and Prairie Grove seems sure to zone, the need for new grade schools seems a certainty.

Alternatively, since money often represents power, a TIF district can be said to shift power. It shifts power from all the taxpayers outside the TIF district to the city council. It will force non-TIFers to pay more taxes without the benefit of having voted in a referendum or even being represented, if one happens to live outside of the boundaries of Crystal Lake.

“No taxation without representation,” comes to mind. Originally that meant, ”No taxation by the English
Parliament without representation in English Parliament," according to U.S. History.com (with modifications).

Everyone living outside of Crystal Lake within McHenry County will be able to echo that, if the TIF(s) pass.
