You Would Have Won the Bet
I filed a Freedom of Information request asking for “any notes, memos, layouts, emails, or anything else referring to any pamphlet, mailing or other promotion of the proposed Tax Increment Financing district commonly called the Vulcan Lakes/Route 14 TIF district, including, but not limited to, newsletters regularly distributed to Crystal Lake residents.”
The answer was mailed the day I filed the FOI:
"The city is unable to locate any of the information you requested at this time."
