Congresswoman Melissa Bean Sends Campaign Mailing at Taxpayer Expense
The bottom of the inside follows: 
The constituent who received this decided to add up the Federal largess received by 8th congressional district police and fire departments. He multiplied by 435 (the number of members of congress) and got $650 million, the cost he estimated this program cost the taxpayers. 
This is the side which contained the constituent's address. Note the "frank," that is, Congresswoman Melissa Bean's signature where the stamp would otherwise be.The taxpayer circled the part of the mailing which says, "mailed at taxpayer expense." Of course, it was also printed and addressed by Federal employees.
