Jack Franks Faces Late Campaign Filing Penalties

The fine recommended by Rupert Borgsmiller, Director of the Division of Campaign Disclosure, is 75% of the total amount contributed.

Reported late are contributions from

· Local 504 Lake County Federation of Teachers-COPE - $1,000 ($21,000 since 1999.)
· Illinois Pipe Trades Advancement & Promotion - $1,000
· Exelon PAC - $1,000
· Fred Eychaner (President of Newsweb Corp, who had given politicians $2.9 million since 1994) - $600
· Comcast - $1,000

The number of days filed late range from five to eleven.

“The committee is fined a total of $8,800 for delinquently filing Schedule A-1 reports…This total does not reflect any previously assessed fines,” wrote the State Board of Elections on Oct. 11th.

The letter goes on to report that the find may be no less than “10% of the total amount of the contributions that were untimely reported,” but may amount to their entire amount.

Previously, the State Board found Franks out of compliance in 2000 for filing a large contribution 16 days late. Because it was a first offense, the $50 fine was waived.

In 2004 a $500 contribution from UDV North America was filed one day late. A $50 fine was imposed.
