Part IV - AFSCME Questionnaire – Lost Juvenile Corrections Jobs & Unemployment Comp During the Summer for Non-Teaching School Employees

Although AFSCME's legislative questionnare may appear to focus on kids, it really focuses on the jobs of
· psychologists, whose jobs are down 20% since Governor George Ryan started cutting back in 2002,
· educators (down 33%) and
· librarians and activities personnel (cut more than 50%)

The related questions on page 5 are
Would you support improved staffing in Illinois’ juvenile facilities?
Would you oppose privatization of the juvenile justice system through the creation of privately run group homes?

That’s an intriguing idea. I didn’t know it was on the table.

Would you think that unions would want to turn back the clock? Well, maybe you would, considering the drop in the percentage of union members in the private sector in the past couple of decades.

The set-up for a question on unemployment insurance for education employees flashes back to 1983 when school employees who did teach were eligible to receive unemployment compensation benefits during the summer when school was out. That’s when the federal law was changed (think Reagan, but remember that the Democrats had control of the U.S. House) to prohibit that practice. In 1991, the law zigzagged again, allowing state governments to provide such benefits, if they wished.

So,
Would you support legislation that requires Illinois to give these employees the same unemployment insurance coverage that other workers enjoy?

What a deal! Take off the summer, tend to your kids and get paid something for doing so.
