Scott Fawell's Favors List - The Statewide Candidates

As a state representative, Bill Brady had eight entries in Fawell’s list of favors requested. Brady is now running for governor.

The first is a 1992 request concerning “2 CFR contacts.” Presumably, “CRF” means Citizens for Ryan. Brady was first elected state representative in 1992. Fawell kept this information on a government computer, remember.

Next listed is George Broughton with the only detail being “MB15.”

1995 & 1996 Brady requests are for Bloomington’s Custom Car Care.

Bloomington’s Larry Nelson figures in 1993 & 1995 requests from Brady. Joan Nelson merited an inquiry on April 1, 1993.

“With the exception of the ‘CFR contacts.’ those were all license plate
requests from constituents,” Brady’s press secretary Dan Egler explained in an email. “Senator Brady's practice, when a constituent asked for a specific license plate number, was to simply forward that request to the Secretary of State's office for their consideration.

“He doesn't recall anything about the ‘2 CFR contacts’ during 1992 because his recollection is that Secretary Ryan was supporting his opponent (incumbent State Rep. Gordon Ropp) in the primary that year,” Egler continued.

Ron Gidwitz had two requests from 1992-93, one involving SoS employee Bob Guzlas, for whom he requested a salary adjustment and the second involving a media contract from Media Strategy, Inc., for “Summit Consulting.” Gidwitz is also running for governor.

Judy Baar Topinka is the third gubernatorial candidate to make Fawell’s list. She merits 15 mentions during her State Senator and State Treasurer days on pages 507 & 508.

Michael Hennessey apparently was put forward for 1992 summer work in Physical Services. The notation, “decln,” also appears.

Another 1992 inquiry seems to be support for Glen Good, a Chicago resident either in or seeking an Executive IV position in Physical Services. July 1, 1992, Topinka sought a promotion to Exec V.

(Not on the list was the job for which Good testified at the George Ryan trial that Topinka helped him obtain from Ryan in 1990. Good said that Topinka told him that she would contact Ryan, then Lt. Governor, and Don Udstuen, who turned state’s evidence against Ryan. Good obtained a job in Central Management Services, a department under the governor’s control. Topinka’s spokesman said she was likely helping out a constituent, according to the Daily Herald.)

(The late Oak Park State Central Committeeman Steve Meyer reported after the last state Republican Party convention that Good had argued against Meyer’s motion to add, “We oppose the growing trend in our state to include ‘sexual orientation’ as a protected minority status deserving of special protections and rights under the law.”)

(Meher wrote that Good argued “it was a ‘divisive’ statement and would not help the Republican Party to be ‘inclusive.’ Mr. Good suggested that my suggestion had already been debated many times and has always been found to not be the best policy.” Chairman Dalles Ingemunson said that he agreed, according to Meyer.)

(Good served on Governor Ryan’s 2002-2003 Commission on Discrimination and Hate Crimes representing Central Management Services.)

September of that year brought a request for a promotion to “Exec I” for Jojo Olickal in the Drivers Division. “Golf Glen” is another notation.

In October 1992, Topinka inquired about something for George Howard.

In 1993, the state senator sought a contract for Joseph Capello, III. “Security guard” and the dates “3/16/93-5/15/93” are on the entry line.

In 1994 & 1995, Topinka made inquiries on behalf of Nancy Bower, apparently a clerk in Administrative Hearings. The second was for a salary adjustment.

A December 1994 request was made on behalf of Hernandez Francisco of Marion for a promotion in the state archives. “Rec Anal I – Promo” is Fawell’s notation.

Elmwood Park’s Dale Gulbrantsen was the subject of a request in January of 1995.

November 1995 brought a request on behalf of the Hamilton Funeral Home. The name “Clayton” is also mentioned.

An undated inquiry concerned the lease in Hillside.

1996 brought a summer worker request in Chicago for Shauna Brod from by Topinka, by then identified as “State Treasurer” on the spreadsheet. The job was apparently declined.

Two other Chicago summer jobs were sought in 1996. One was for Christine Wienke in Administrative Hearings and the second was for Juliette Zielonka in Accounting & Revenue.

Former gubernatorial candidate Steve Rauschenberger and now lieutenant governor candidate Steve Rauschenberger appears on Fawell’s list four times

Rauschenberger asked for a 1994 salary adjustment for John Spahn, apparently an employee from the drivers license facility in Elgin.

A summer job was sought for Carrie Forrester in 1995. In 1996 for Christine Lowmaster and Dana Schroeder, all apparently in Schaumburg or Chicago, but both were declined.

Secretary of State candidate Dan Rutherford also appears on the spreadsheet. He ties Topinka with 15 mentions.

Starting in 1992 before his election, Fawell puts down that he received “4 GHR camp. visits,” plus “2 contacts. Walkers” and “Contribution.”

In 1994, inquires were made on behalf of Jarrett Cox, Darwin Rhoda, Nancy Froehlich of Bloomington and Jeffrey Kallas of Pontiac. It is noted that Cox got a summer job.

In 1995, Jennifer Freeman of Streator apparently got a summer job. Two inquiries were made on behalf of Mike Burke, apparently from Cullom. One request was made in August 1995. Another 1995 request was made on behalf of H. Bud Vogelsinger of Pontiac, which was apparently followed up on an unreported date.

In 1996, Fawell notes that Rutherford asked for a campaign contribution.

1996 also saw requests made on behalf of Karen Eichekberg for a Clerk IV promotion in Sangamon County, R.D. Erickson of Downers Grove and Donald Sinnock of Macomb. Fawell was also contacted by Rutherford on Fairbury’s Walter Winterland behalf that year.
