Park Distrcit Letter to City About Delaying Action on MCC Baseball Stadium Zoning

Re: Crystal Lake Watershed Stormwater Management Design Manual

Dear Gary:

As I believe you are aware, the Crystal Lake Park District voted at its August 16, 2007 meeting to request qualifications of engineers and wetland consultants to review the Crystal Lake Watershed Stormwater Management Design Manual, which was prepared by Hey and Associates. The qualifications are due August 30, 2007, at Noon, and the Park District Board will review the request for qualifications at the workshop meeting on September 6, 2007. Assuming that appropriate qualifications are received, the Board will be choosing a consultant that evening.

Given the importance of the Crystal Lake Watershed to the entire Crystal Lake community, the Park Board has requested that the City take no action on any pending matters relative to development in the Crystal Lake Watershed until such time, as the Design Manual is finally acted upon by the Crystal Lake City Council. The Park Board believes that the approval of a plan without firm design criteria will create issues in the future, which could negatively impact the Lake and the Crystal Lake Watershed.

Additionally, the Park Board is hopeful that the City will consider any recommendations it receives from the Park District’s consultant on this matter. At this point, the Park Board has definite concerns over future maintenance of any detention areas on private property, how compliance with the City’s requirements will be monitored, and how maintenance will be funded. The Park District is willing to meet with you and other City representatives to discuss these and other issues before final action is taken on the Design Manual.

The Park Board would appreciate if you would advise us as to the City’s position on these requests. If you would like to discuss this request further, please do not hesitate to contact me.
