I noticed on your WEB site http://www.votestieper.com/ that you have made
strong statements regarding how the Village spends money. You suggest that
money is spent without appropriate checks and balances, and that money is
spent excessively. Specifically you say:
"In these difficult economic times, we must find meaningful ways to decrease
government size and spending by concentrating our efforts on necessary and
not excessive government. One of my primary objectives, as Trustee, will be
to change the method on how the Village's annual budget is formulated and
how taxpayer funds are spent. For instance, I will demand pre-approval by a
majority of the Board of Trustees for all spending by our Village above a
stated dollar amount."
The last sentence gives the very strong impression that this is not already
being done. As a member of the Plan Commission, I am sure you already know
that the Village Board approves every dollar of the monthly expenditures by
majority vote. This includes all purchases and salaries. Both the budget
and every dollar are approved in this manner. Any expenditure can be
stopped by majority vote under our present system. I sign every check
personally for every dollar attesting that vote. This process is fully
described in our Village codes, our WEB site, and by state statute.
I am shocked and disappointed you have attempted to mis-lead the public with
these statements. I have already had to provide corrections to a number of
individuals who attended your campaign speeches. Apparently you are singing
the same tune as the CSP candidates.
I hope you will issue a pro-active correction and apology on your WEB site
and in your mailings in this regard. If you are going to talk about ethics
("As Trustee, I will propose a code of ethics for elected and appointed
officials.", then I suggest you start with your own campaign. I look
forward to see how you correct this serious mis-information you have
disseminated to the public.
